What is this website about?

This site documents alleged systemic concerns within The Scout Association, including data protection concerns, possible issues under the Equality Act, and concerns about how my whistleblowing was handled. I also raise concerns about how The Scout Association communicated with the press and regulators. Evidence is archived and hashed for integrity.

Who are you?

I’m Mohammed Sameul Ahmed, an 18-year-old volunteer and youth ambassador for the Duke of Edinburgh’s Award for the 25–26 cohort. I’ve represented the UK internationally, completed leadership and safeguarding training, and participated in national youth panels. I have also represented The Scout Association at the International Youth Forum in Portugal (Aug 2025), alongside two other UK delegates. I have completed media training for The Scout Association. My identity and record are verifiable.

What evidence do you have?

Over dozens of files, including emails, screenshots, escalation logs, internal statements, timelines, and correspondence. Everything is hashed (SHA-512) and timestamped.

Why did you go public?

After repeated attempts over several weeks without what I experienced as a satisfactory resolution, perceived procedural failings, and perceived failures across multiple functions, I believed going public was necessary to support accountability and protect others. Where I refer to “evidence,” I mean contemporaneous records I hold; regulators and/or courts can determine what those records establish.

Is this revenge or personal?

No. This is about policy, governance, and systemic concerns as I understand them. I attempted internal channels first. The lack of action as I perceived it led me to report externally and publish a factual chronology.

Are you doing this to harm Local Scouting?

No. I would like to thank and acknowledge local volunteers who run groups and deliver the programme. My focus is National HQ processes, paid staff functions, and trustee oversight. I am trying to reduce the risk of similar experiences affecting other young people.

Why didn’t you stay quiet or let it go?

Because this isn’t just about me. It’s about what I see as systemic barriers to young people being heard and data protection and governance concerns in a national charity.

What Scout values are you acting with?

I am acting with Integrity and Cooperation. Integrity is about accountability, and cooperation is about sharing my experience and a documented chronology.

Why not just sue?

Legal options are being considered separately. This page is for transparency and public-interest accountability. Regulators have been notified and can request further information from me as needed.

Are you allowed to name people?

I minimise identifiers and focus on governance issues. Where trustee identities are referenced, they are based on official public records and official charity materials. For anyone else, I avoid unnecessary identification and provide unredacted originals only to regulators or other appropriate bodies if requested.

Is this a breach of confidentiality?

I do not believe so. I have aimed to publish responsibly, minimise personal data, and focus on matters I consider to be in the public interest. Any legal conclusions are for regulators or courts.

What has the Charity Commission been told?

They have received an outline of my concerns and can request supporting records. I have referenced relevant Charity Commission guidance (including CC3, CC20, CC26, CC27, and CC29) as the frameworks I believe may be relevant for their assessment.

What are you asking for?

That regulators assess the concerns raised, obtain the relevant governance and compliance records from the charity, and if issues are found, require appropriate remedial action and reform.

Has the media been contacted?

I have made journalists aware that a documented chronology exists. I provide redacted materials publicly and can provide verification materials on request where appropriate.

How can I verify the evidence?

Hash keys (SHA-512) are posted for the ZIP so the integrity of the uploaded content can be verified. You can also scan any downloads with anti-malware software.

Are you still involved in the organisation?

No. I withdrew because I felt my trust and ethical expectations had been undermined. Locally, I remain involved in a restricted capacity.

What protections do you have?

I have kept records, maintained integrity (hashing/timestamps), and notified relevant regulators.
